St. George redevelopment shuttle operations planning

During construction of the St. George redevelopment site, Sam Schwartz was retained by BFC Partners to develop operations plans for shuttle routes between the St. George Ferry Terminal and the project’s proposed off-site parking facilities. The firm reviewed the roadway network to develop the routes, considering travel times, shuttle maneuverability, and proximity to the off-site parking facilities. Schedules were developed based on the shuttle routes and travel times, including the days of operation, service start and end times, frequency of service, and arrival times at each shuttle stop. To best accommodate passenger demands, the schedules considered peak hours of commuter activity, projected construction worker schedules, Staten Island Ferry arrival and departure times, and existing rail and bus service schedules.

Sam Schwartz also proposed stop locations for the shuttles, either within or adjacent to the temporary offsite parking facilities and at the St. George Ferry Terminal. The proposed stop locations considered potential changes to parking regulations, construction phasing at the St. George redevelopment site, and bus operations at the Ferry Terminal.

The development, review, and approval process for the shuttle operating plan involved coordination with several agencies, including the Department of City Planning, MTA New York City Transit, and multiple departments within the Department of Transportation.
