Sam Schwartz is leading the development of the framework for a proposed congestion pricing program in San Francisco. This role has involved developing the goals and objectives for the study, as well as the metrics for evaluating potential programmatic elements. Sam Schwartz is coordinating supporting inputs from the technical analysis workstream and the public engagement workstream to develop potential congestion pricing programs for evaluation and recommendation. The study has a strong focus on equity and correcting for past injustices related to accessibility, safety and public health through pricing and transportation investments, as well as potential discounts and exemptions. The project includes a full implementation plan for a congestion pricing program in the coming years, including all legislative and technical elements.
