The Port Authority of New York and New Jersey (PANYNJ) requested the assistance of Sam Schwartz in establishing empirically based targets for estimating reductions in motor vehicle crashes on roads operated by PANYNJ. Rather than applying a uniform crash reduction target across all facilities, the use of a data driven process, combined with the expertise of PANYNJ staff, resulted in crash reduction targets that are more meaningful and realistic.

The analysis explored various factors behind crashes, including time, environmental conditions, and facility type. Results were compiled into a summary report, designed to provide readers with an understanding of common crash characteristics, problem areas, and potential countermeasures. These provided a clear and accessible accessible foundation for setting crash-reduction targets.
