Peninsula Hospital Site Redevelopment Environmental Impact Statement

Sam Schwartz prepared an Environmental Impact Statement (EIS) for the redevelopment of a 406,000 sq ft former hospital on the Rockaway Peninsula, Queens. The site will eventually play host to 2,200 units of new housing, publicly-accessible open space, retail space, and community facilities.

The EIS analyzes several aspects of the project subject to the Uniform Land Use Review Procedure (ULURP). Since the project site is located within the city’s designated Coastal Zone, Sam Schwartz aligned the EIS to the New York City Waterfront Revitalization Program (WRP), which incorporates coastal resiliency measures over the lifespan of the project. The analysis also accounts for potential risks due to climate change, including coastal flooding.
