DDOT Emergency Transportation Annex

Sam Schwartz was selected by the District of Columbia DOT (DDOT) to update the Emergency Transportation Annex (ETA). The ETA outlines procedures, resources and organizational structures used to support transportation incident management and/or an evacuation in the District of Columbia. It is a supplement to ESF#1 – Transportation of the District Response Plan.

The firm led a comprehensive review of existing documents and development of evacuation scenarios for several stakeholder workshops which it planned and facilitated. It also prepared presentations for regional partners, developed materials for contracts and inter-agency agreements, clarified agency and partner evacuation-related roles & responsibilities, drafted DDOT standard operating procedures, updated the list of potential transfer points to reflect land use and facility changes, and drafted major updates to the ETA document.
