Sam Schwartz led all traffic engineering work for concept development and preliminary and final design for improvements to GSP Interchange 109. Work included data collection, traffic and safety analyses, origin/destination studies, and traffic analysis and simulation of the interchange ramps and a series of along the adjacent Newman Springs Road arterial. Concepts were developed and evaluated for two future horizon years and recommendations were provided for interim and final improvements and evaluated based on level of service, safety, travel times, queue lengths, impacts to bus routes, and cost. The multiple alternatives included variations in lane geometry, signal timing and phasing, signal coordination, and modifications to bus operations and routing. Analyses were performed with Synchro/SimTraffic for signalized intersections, unsignalized intersections, and interchange ramps and included analyzing conditions during various phases of construction. Sam Schwartz designed the signal timing and phasing for two new signalized intersections and for a fully coordinated corridor timing plan. The public engagement program included meetings with key stakeholders such as Monmouth County, Brookdale Community College, and Academy Bus and also included a Public Information Center.
