As part of the development of a new campus-wide master plan for the University of Connecticut, Sam Schwartz was retained by Skidmore, Owings & Merrill as a subconsultant tasked with developing traffic, transportation, and parking elements of the plan. Sam Schwartz prepared an assessment of existing transportation conditions on and around the university campus, which included analysis of campus demographics, travel behaviors, parking utilization, on-campus shuttle operations, and pedestrian and bicycle infrastructure. The assessment provided a holistic view of existing conditions and led to the identification of transportation opportunities and deficiencies to be addressed in the plan.

Working with university officials and in conjunction with other consulting team members, Sam Schwartz next provided recommendations for improvements to campus transportation. These ranged from input on specific issues, such as mitigating impacts to traffic circulation and parking demand that will arise with new construction envisioned in the plan, to general demand management strategies to minimize single-occupancy vehicle trips to the congested campus core.

Other work included the development of a revised roadway network on and around the campus, which will include a transit-only corridor, the creation of a prioritized pedestrian network within the campus core, and a vision for a clarified bicycle network to increase the bicycle usage for trips 3 miles or less. The university released the plan to the public in early 2015.
