Strategic plan community engagement prioritization exercise

Sam Schwartz was retained by Tompkins Consolidated Area Transit, Inc. (TCAT), the Ithaca, NY region transit provider, to develop a strategic plan to guide the organization’s work and funding over the next decade. Through a robust collaboration with TCAT’s employees, stakeholders, and the local community, the plan sets out achievable near- and longer-term actions that put TCAT on a strong foundation well into the future.

As part of the community engagement, Sam Schwartz facilitated public meetings in which participants had a limited amount of money to "spend" on transit improvements—prompting them to consider the costs and trade-offs of prioritizing projects as part of the strategic planning process.

The final TCAT Strategic Plan is a comprehensive document that communicates all aspects of TCAT’s operations, defines a concise and energizing vision and mission, lays out specific goals for achieving that vision along with associated actions and performance measures, and addresses both current and anticipated challenges and opportunities presented by emerging mobility technologies such as ridehailing services, electric vehicles, and mobility-as-a-service.
