SEPTA FORWARD STRATEGIC PLAN

Sam Schwartz led the development of SEPTA’s 2021 strategic plan update, SEPTA Forward. SEPTA is confronted by pressing challenges including a pandemic-induced decrease in ridership, uncertain funding, and evolving mobility technologies. Through the strategic planning process, SEPTA aimed to leverage opportunities provided by new political and administrative leadership, and a willingness to rethink how it operates its system and deploys it resources, to set a new course and ensure resilient, prosperous, and equitable future for the region.

Informed by industry best practice research, analysis, and engagement with staff across the organization, SEPTA Forward presents a compelling vision for the agency’s future, demonstrates the essential nature of transit in the Philadelphia region, and defines the strategies SEPTA will implement to rebuild ridership and support the broader region’s economic recovery. Sam Schwartz is also providing ongoing support to SEPTA as it works to develop a sustainable structure for implementation, performance monitoring, and integrating the plan’s vision and goals into the agency’s budget process.
