Sam Schwartz helped to realize one of the campaign promises of Oakland’s Mayor, Libby Schaaf, which was to create a Department of Transportation, partly formed out of Oakland Public Works (OPW). Sam Schwartz worked with Bloomberg Associates, OPW, City Administrator and Mayor’s office in creating a Strategic Plan that guides the new agency’s work and mission, and serves as its introduction to the public and stakeholders.

The firm facilitated working groups among key staff to flesh out the Plan’s main strategies, and advised the OPW leadership team on the vision and mission of the new organization. Simultaneously, it responded to the City’s pursuit of a $350-million bond measure for repaving projects by identifying opportunities to add DOT capacity for implementing shelved projects.
