Sam Schwartz was retained by NYU Langone Medical Center (NYULMC) to develop a long-term transportation solution for East 38th Street between First Avenue and the FDR Service Road in the aftermath of Superstorm Sandy. As a result of flood damage from Sandy, all of NYULMC’s MRI machines were destroyed. Two temporary MRI trailers were installed on the south side of East 38th Street to restore the hospital’s ability to provide MRI services to its patients. The installation of the MRIs also blocked the south sidewalk, requiring a protected pedestrian walkway to be installed in the roadway of East 38th Street to preserve access to a high-rise apartment building. As East 38th Street is a two-way roadway, it was necessary to convert it to one-way eastbound flow in order to accommodate both eastbound traffic and the pedestrian walkway.

Sam Schwartz developed a detailed signage and striping plan to convert this section of East 38th Street to one-way eastbound traffic. This plan was developed in close coordination with NYCDOT which expedited the review and approval process. Sam Schwartz provided construction coordination services, by coordinating the sign order process and overseeing the installation process in the field. The firm also provided extensive community outreach services to the residents and businesses on East 38th Street, the local community, and other city agencies
