This ACEC Diamond Award-winning project improved access for emergency vehicles to the NYULMC Emergency Department on First Avenue while balancing cost/benefit considerations and the concerns of local community organizations.

Sam Schwartz assisted in the conversion of East 33rd Street from one-way to two-way operations between First and Second Avenues. Following a traffic analysis, and coordination with the local community board and various units at NYCDOT, we prepared design plans and construction documents for the proposed street conversion.

The design included reconstruction of a pedestrian refuge island, signage and striping adjustments, traffic signal modifications, reconfiguration of Second Avenue north of East 33rd Street to accommodate a new left-turn and bicycle mixing zone, and reconfiguration of Second Avenue south of East 33rd Street to provide a new pedestrian plaza and new left turn movement into the adjacent service road. The plans met both federal standards and the design criteria of multiple NYCDOT street design units, including Highway Design, Traffic Planning, and Pedestrian Safety.

Sam Schwartz also coordinated with NYC Parks to determine how the construction of the proposed design could impact trees.
