Sam Schwartz was retained by the Battery Park City Authority (BPCA) to design and implement an access plan after September 11, 2001. The work included an analysis of the impact of street closures and the loss of bus routes and subway stations on the Battery Park City neighborhood. The firm identified alternate routes of access for buses and made recommendations for the restoration of transit service. It also assisted BPCA in presenting the plan recommendations to the Metropolitan Transportation Authority. Subsequently, Sam Schwartz designed the scheduling and oversaw the implementation and management of the BPCA Shuttle Bus, which carried 3,000 people per day. The firm also worked with New York City Transit to modify and re-establish permanent bus service in the Battery Park City area.
