495 Eleventh Avenue is the last remaining large developable parcel in the Hudson Yards neighborhood. Sam Schwartz prepared the EIS for a mixed-use development encompassing a hotel, 350 units of affordable housing, shared office space, and a supermarket. 495 Eleventh Avenue furthers the city’s goal of fostering economically diverse neighborhoods by transforming an underutilized parking lot into a development that reflects local and citywide needs.

This EIS was delivered on an unusually fast timeline despite the site’s physical constraints—it is adjacent to the Javits Center, a bus depot, and the Lincoln Tunnel—adding to the complexity of this effort. It successfully demonstrated the building would not have adverse impacts on public health and quality of life, which was essential to the project ultimately being approved.
